Gaining weight will likely only lead to disappointment after surgery as most patients cannot maintain the weight and results.  There are a lot of women who can get nice results despite thinking that there is not enough fat.
You appear to be a good candidate for a BBL but additional photos of your entire anatomy, Skype, or off-consult with a board certified PS is needed to determine the areas of fat and a discussion of your ultimate goals.
Sometimes, individuals will have problem areas that are relatively exercise and diet resistant. These are the focus areas for your PS to lipo.  You have to consider not only which areas will have perhaps the best fat, but also you have to consider which donor sites will have the fewest problems afterward with the liposuction.  In general, the abdomen and thighs are preferred, but, if those sites are not available, other areas can be used.
Creative liposuction with fat transfer to the hips can make them appear lifted, and rounder.  If the waist was smaller at one time, the waist can likely be reduced to those same measurements or smaller provided the muscular and fascial integrity has remained the same.

The ability to change buttock shape depends upon the skill of the surgeon and the intrinsic properties of patient tissues.
The round shaped butt ("O") is characterized with fat distribution around the cheeks of the butt including the upper portion of the cheeks, which causes a rounded effect when viewed from behind. This shape often sits high when viewed from the side.
The heart or "A" shaped butt is a result of fat distribution around lower portion of the butt and thighs. This results in a more tapered look from the waistline to the bottom of the butt and extra weight is stored in the upper thighs.

The effects of liposuction on the skin are variable based upon the elasticity of the skin. Many varieties of liposuction are available including ultrasonic, smart lipo, laser liposuction vaser lipo, power assisted liposuction, and conventional tumescent liposuction. The results depend very little on the method used and very much on the surgeon selected.

A TT and a posterior lower body lift can be performed at the same time and is referred to as a circumferential lower body lift, lower body lift, or belt lipectomy.  The incision goes around the waist 360 degrees and helps tighten the abdomen, sides, back, outer thighs, and buttocks.  These results can be very dramatic.
The circumferential lower body lift can be performed in one surgical setting. This will allow for a flat abdomen and an improved lower back. At the same time, the buttock can be lifted and the lateral(outer) thighs can be improved.

The average BBL cost vary significantly and range from $5,476 to $10,174. Costs will depend upon the demand for the board certified PS, geographical area, cost of anesthesia, OR costs, complexity of the surgery, follow up visits, compression garments, etc.

Fat embolism is exceedingly uncommon following liposuction of thighs and flanks .  It is more common in fractures of long bones, but even then much less than the occurrence of pulmonary emboli.  Significant pulmonary emboli after liposuction occur at a rate of less than 1 in 1000.  Fat emboli occur at a rate less than that.  No type of liposuction is safer in this respect.  The treatment for FE is largely supportive.

For several decades, the BBL procedure was performed by injecting fat into the muscle due to its better blood supply. I perform the procedure only by injecting fat under the skin to avoid any of the larger vessels. The vessel diameter of the vessels feeding the gluteal skin are much smaller than the 4+ mm, blunt, remote single hole cannula used for injection. Thus, the fat cannot gain entrance into the vessels and no fat embolus can occur. The risk will not be zero with any technique or instrument, but superficial injections with larger blunt cannula will have the lowest risk.

These are the focus areas for your PS to lipo.  You have to consider not only which areas will have perhaps the best fat, but also you have to consider which donor sites will have the fewest problems afterward with the liposuction.  In general, the abdomen and thighs are preferred, but, if those sites are not available, other areas (bra rolls, back, flanks) can be used. While liposuction will greatly improve those areas, it will not improve the skin on the abdomen which will likely require a TT as part of your Mommy Makeover.
